One of the most common questions from buyers who've just signed a new construction purchase agreement is simple: "What happens now?" The answer is a 10–16 month journey through 8 distinct phases, each with its own milestones, your action items, and — critically — inspection windows you need to know about before they pass.

This guide walks you through every phase. Whether you're building with D.R. Horton, Taylor Morrison, Meritage, Lennar, Pulte, or any other Phoenix metro builder, the fundamental construction sequence is the same.

Pre-Construction — Permits, Design, and Prep
Weeks 1–8 After Contract

Nothing visible is happening at your lot yet — but significant activity is underway behind the scenes. This is the administrative, permitting, and design phase.

  • Building permit application: Builder submits permit application to the city or county. Typical processing times in Maricopa County: 2–6 weeks for major cities (Phoenix, Chandler, Gilbert). Pinal County and some rapidly growing jurisdictions can run 4–10+ weeks due to high permit volume.
  • Design Center finalization: If you haven't completed all your design selections, this must happen now. Missing a design deadline means the builder may make standard selections for you — without reduction in price.
  • Structural option approval: Any structural options you selected (extended garage, bedroom instead of loft, etc.) must be engineered and approved.
  • Lot survey and staking: Builder's surveyor stakes the lot corners, setback lines, and footprint location.
  • Underground utility connections: Water, sewer, electrical, and gas lines are typically run to the lot if not already in place in the community.
  • HOA documentation: Final HOA registration and documentation is completed for your address.

Foundation — Excavation, Slab, and Post-Tension
Weeks 8–14

This phase is when visible construction begins at your lot. The foundation is arguably the most critical structural element of your home — and one of the most important inspection windows.

  • Excavation and grading: Dirt is moved to prepare for the foundation. If caliche (calcium carbonate hardpan layer) is present, this phase takes longer and costs more. Caliche is common throughout the Sonoran Desert and can appear anywhere from 12 inches to several feet below grade.
  • Footings poured: Perimeter footings are poured first — these bear the load of the exterior walls.
  • Underground plumbing: All drain lines and supply lines that run under the slab are installed and pressure-tested before the slab is poured.
  • Post-tension (PT) cable layout: In Arizona, post-tension slabs are the standard — and for good reason. PT cables (steel cables in plastic sheaths) are laid in a grid pattern throughout the slab area. After the concrete cures, the cables are tensioned to 30,000–35,000 lbs of force, dramatically increasing the slab's strength and resistance to Arizona's expansive and settling soils.
  • Vapor barrier: A polyethylene vapor barrier is installed over the prepared subgrade before the concrete is poured.
  • Concrete pour: The slab is poured — typically in one continuous pour for efficiency and structural integrity. Typically happens in early morning in AZ summers to avoid peak heat during curing.
  • Post-tension tensioning: 3–7 days after the pour, a specialized tensioning crew tensions the PT cables. This is a critical structural event.
  • Cure time: Concrete achieves approximately 70% of design strength in 7 days, full strength in 28 days. Most builders proceed with framing after 7–14 days.
Inspection Window #1: Pre-Pour Inspection

This window opens after PT cables, rebar, vapor barrier, and underground plumbing are in place — but BEFORE the concrete is poured. The window is brief — 24 to 48 hours. Your agent needs to know the pour date and have your inspector on standby. The inspector verifies: PT cable placement and coverage depth, rebar size and spacing, vapor barrier continuity, underground plumbing pressure test results, and grade preparation. Issues found now can be corrected easily. After the pour, they cannot be corrected without significant demolition. This is a critical inspection — don't skip it.

CRITICAL: Post-Tension Slab Rules

Post-tension slabs CANNOT be cut, drilled, or modified without structural engineering approval. If you ever want to add a pool, a drain, a wall anchor, or any penetration through the slab, you MUST hire a structural engineer to locate the PT cables first. Cutting a tensioned PT cable releases enormous force and can be catastrophic. Communicate this to every contractor who ever works on your home.

Framing — Walls, Roof, and Structure
Weeks 12–20

Framing is visually the most dramatic phase — your home goes from a concrete slab to a recognizable structure in a matter of weeks. Framing crews can frame a typical 2,000–2,500 sq ft Arizona production home in 1–3 weeks.

  • Wall framing: Exterior and interior walls framed with 2x4 (standard) or 2x6 (energy-efficient option) lumber. Exterior walls in AZ typically use 2x4 with separate rigid foam insulation applied on the outside.
  • Wall sheathing: OSB or structural sheathing applied to exterior walls for lateral stability (shear walls).
  • Roof truss delivery and installation: Pre-engineered roof trusses are delivered to site and crane-set or hand-lifted into place. Truss design is engineered specifically for AZ monsoon wind loads.
  • Roof decking: OSB or plywood sheathing is applied over the trusses.
  • Roof felt and underlayment: First layer of weather protection goes on — in AZ, this is often a secondary water barrier (30 lb felt or synthetic) due to monsoon rain intensity.

Rough-In Mechanical — Plumbing, Electrical, HVAC
Weeks 18–26

With the structure up and sheathed, the mechanical trades begin. This phase — and the inspection window at its end — is the most critical in the entire build.

  • Plumbing rough-in: All supply lines (copper or PEX) and drain/waste/vent lines (ABS or PVC) are run through the framing. All shower pans and tub surrounds are set.
  • Electrical rough-in: The electrical panel is installed, circuits are run, outlet boxes, switch boxes, and fixture boxes are installed. Panel sizing is critical — ensure your panel has adequate capacity for your planned electrical loads, including EV charging, electric range, and any home office equipment.
  • HVAC rough-in: Ductwork is run throughout the home, air handlers are set in place, and return air paths are framed. In Arizona, HVAC is the most important system in the home — your life and health depend on it functioning in 115°F summers. Duct sizing (based on Manual J heat gain calculations), duct sealing (critical in hot unconditioned attic space), and proper return air sizing all get determined here.
  • Gas lines: Natural gas lines are run for range, water heater, dryer, furnace, and fireplace.
  • Low-voltage rough: Cable TV, data, security, speaker wire, and doorbell wiring is run during rough-in.
  • Insulation installed: Wall insulation (batt or spray foam) is installed after rough-in mechanical is complete and inspected.
Inspection Window #2: Pre-Drywall Inspection — YOUR MOST IMPORTANT INSPECTION

This is the most important inspection in all of new construction. Everything is still visible: every stud, every pipe, every wire, every duct. Once drywall goes up, all of this is covered for the life of your home. Your inspector should check: plumbing connection types and slopes, drain vent sizing, electrical panel sizing and circuit labels, electrical ground fault protection requirements, HVAC duct sizing and sealing (critical in AZ), window rough-opening flashing (stucco water intrusion prevention), insulation placement and R-value coverage, hurricane ties and hold-downs (AZ monsoon wind resistance), fire blocking at penetrations, and any visible structural concerns in framing. Hire an ASHI- or InterNACHI-certified inspector. Attend this inspection personally. Review the report in detail and submit all items to your builder's superintendent in writing immediately.

Drywall — Hang, Tape, Mud, and Texture
Weeks 24–30

Drywall transforms your home from an open skeleton to enclosed rooms. This phase moves quickly for the hanging but takes time for the finishing — proper drywall finishing requires multiple coats and drying time between each.

  • Drywall hanging: Panels are screwed to studs and ceiling joists. A typical AZ production home can be hung in 1–2 days with a full crew.
  • Tape and first coat (mud): Paper or fiberglass mesh tape is embedded in joint compound at all joints and corners. Screw heads are covered with joint compound.
  • Second coat: A wider coat of joint compound is applied — feathered out to blend seams.
  • Third coat (skim or finish coat): Final thin skim coat for smooth surface.
  • Texture application: Arizona standard in most production homes is "orange peel" texture — light spray texture applied by machine. Some higher-end homes use "skip trowel" — more complex, applied by hand. This is a design selection that should be specified in your contract.
  • Primer coat: Drywall is primed before paint.

  • Finish coat: Decorative final coat — can be smooth, textured, or with color integrated. In most AZ production homes, a separate paint coat is applied over a plain gray or white finish stucco.
  • CRITICAL — Stucco at Penetrations: Water intrusion in AZ stucco construction occurs primarily at penetrations — window frames, plumbing pipes, electrical boxes, hose bibs, light fixtures. Proper flashing, weep screed installation, and sealant at these points is essential. Inspect carefully at pre-drywall (window rough openings) and again at final walk-through (completed stucco with sealed penetrations).

Interior Finishes — Flooring, Cabinets, Countertops
Weeks 30–42

Interior finishes transform the drywalled shell into a home. This phase takes the longest of any single phase and is most susceptible to scheduling bottlenecks due to the sequential nature of installation trades.

  • Interior paint: Full interior paint — typically two coats. Color selected in Design Center. Trim paint follows trim installation.
  • Flooring: LVP (luxury vinyl plank), tile, and carpet installed per your Design Center selections. Typical sequence: tile first in wet areas, then LVP in living areas, then carpet in bedrooms. Tile work can create significant scheduling bottlenecks — experienced tile setters are in high demand in AZ.
  • Cabinet installation: Kitchen and bathroom cabinets delivered and installed. Cabinet installation requires precise framing and level installation — quality matters for door and drawer alignment.
  • Countertop templating: After cabinets are installed, a countertop fabricator comes to template the exact cutout dimensions for sinks, cooktops, etc.
  • Countertop fabrication: Granite, quartz, or other stone is cut to template dimensions. This typically takes 10–21 days after templating.
  • Countertop installation: Stone counters installed — simultaneous with or after plumbing trim-out.
  • Shower and bath tile: Tile in shower surrounds, tub decks, and bathroom floors. Skilled tile work takes time — this is another common scheduling bottleneck.
  • Interior doors: Pre-hung interior doors set in rough openings and trimmed out.
  • Trim and baseboards: Door casing, window casing, baseboards, crown molding (if selected), and stair railings installed.
  • Hardware: Cabinet hardware, door handles, towel bars, toilet paper holders, and all trim hardware installed.
  • Mirrors and glass: Bathroom mirrors, frameless shower glass, and other glass elements installed late in finish phase to avoid breakage.

Finish Mechanical, Final Inspection, and Closing
Weeks 38–48+

The final phase completes all mechanical systems, obtains the Certificate of Occupancy, and closes the transaction.

  • HVAC trim-out: Registers, grilles, thermostats, and air handler covers installed. System commissioned and balanced.
  • Plumbing trim-out: Fixtures installed (faucets, toilets, shower valves, dishwasher, disposal), water heater connected, irrigation system connected.
  • Electrical trim-out: Switches, outlets, light fixtures, fans, panel labeling, and smoke/CO detectors installed. Panel final connection by utility company.
  • Appliances: Refrigerator, range, dishwasher, microwave, and washer/dryer (if included) installed.
  • Final building inspection: City/county inspector performs the final inspection and issues the Certificate of Occupancy (CO) if everything meets code. The CO is the legal document that authorizes the home to be occupied.
  • Final landscaping: Front yard landscaping installed (typically rock, drought-tolerant plants, and irrigation per HOA requirements). Back yard is generally buyer's responsibility.
  • Builder final walk-through: You and your agent walk the home with the builder's representative. You create a written punch list of any incomplete or incorrect items.
  • Lender final appraisal: Your lender orders a final appraisal of the completed home (may have ordered earlier in construction; may require update at completion).
  • Closing: Title work completes, loan documents are signed, funding is authorized. In Arizona, closing is a dry funding state — the lender funds, the county records the deed transfer, and you receive keys on the same day.
Inspection Window #3: Final Walk-Through Inspection

This is your punch list inspection — ideally with both your agent and your own independent inspector present. Verify: all finishes match your Design Center selections, all mechanical systems operate correctly (run every faucet, flush every toilet, test every outlet, run the HVAC at both heat and cool, test garage door), all punch list items from any previous inspections are resolved, no visible damage or construction defects, exterior stucco and landscaping complete. Create a written punch list, photograph every item, email the list to the builder's representative immediately with a date stamp. Do not close if material items are unresolved without a written commitment from the builder to complete within a specified timeframe.
