The logic tracks for manufactured products with quality control at every production step. It breaks down completely for custom-built structures where dozens of subcontractors work on your specific property over 9–14 months, often under weather pressure, scheduling pressure, and the very human tendency toward shortcuts when nobody is watching.
The data on new construction defects is sobering. ASHI (American Society of Home Inspectors) research consistently shows that new construction homes have defects at rates comparable to resale homes — the defects are just different in character. Resale home defects surface over time through use: a roof that was installed marginally and develops leaks after three monsoon seasons, a plumbing connection that held for five years before failing. New construction defects are structural and systemic: framing that violates the load path design, post-tension cables placed too close to the slab edge, return air ducts sized for a smaller home than you purchased, stucco flashing omitted at a window penetration that will admit monsoon water for decades.
The critical difference is when these defects can be addressed. In resale, defects are discovered after they manifest — meaning after damage has occurred, after mold has had time to grow, after water has saturated framing for years. In new construction, defects are created DURING construction and then buried behind concrete, drywall, stucco, and flooring before you close. The only window to discover and require remediation is DURING construction — which is exactly what phase inspections provide.
Builder quality control departments inspect their own work. Their superintendents have close count targets. Their QC inspectors report to managers whose performance is measured by completions, not defect rates. Independent inspectors work for YOU — and only for you. They have no incentive to pass substandard work. The builder's inspector and your inspector are not interchangeable.

Post-tension (PT) slabs are the universal standard for production housing in the Phoenix metro — essentially every home built after approximately 1985 uses this system. Here is why this inspection is non-negotiable:
Once concrete is poured, the exact location of every PT cable is unknowable from the surface. The contractor may have as-built drawings showing planned cable locations, but field placement often varies from drawings. If you ever need to cut into your slab — for plumbing modifications, adding a drain, or structural work — the risk of cutting a PT cable is severe. Severing a post-tensioned cable releases the stored tension catastrophically. This is both a safety hazard and a structural event that can crack or compromise the slab.
Additionally, if PT cables are incorrectly placed during construction (wrong spacing, too close to slab edge, inadequate concrete cover), the structural integrity of your foundation is compromised from Day 1 in a way that may not manifest as visible cracking for years — but that is a latent defect that WILL surface eventually.
Under ARS §12-1361, the builder is liable for structural defects for 10 years. But to enforce that right, you need documentation that the defect existed as a construction error — not damage that occurred post-close. A pre-pour inspection report with photographs is the evidentiary record that makes this claim enforceable.
When: After framing is complete, electrical rough-in, plumbing rough-in, and HVAC rough-in are complete — BEFORE insulation is installed and drywall is hung. This window is typically 1–2 weeks.

This is the inspection that experienced new construction buyers describe as "opening the walls" — because it literally is. Every system that will be permanently concealed behind drywall is visible: every wire, every pipe, every duct, every connection. An experienced inspector can identify a week's worth of subcontractor mistakes in a single walk-through. This inspection catches the highest value and highest frequency of defects.
HVAC is the single most important system in an Arizona home. Phoenix experiences 100+ days above 100°F annually. A correctly designed and installed HVAC system is the difference between a comfortable, energy-efficient home and an inadequate system that runs 24 hours a day, barely keeps up, and fails prematurely. The pre-drywall inspection catches HVAC issues before they're buried and before the system operates — issues found now cost almost nothing to fix; issues found after drywall and completion can cost thousands to diagnose and tens of thousands to remediate.
This item deserves its own emphasis because stucco water intrusion at penetrations is the most common defect discovered in Arizona new construction phase inspections — and because it is completely invisible after stucco is applied.
Every place a pipe, wire, conduit, or other element penetrates through the stucco exterior is a potential water intrusion point. Monsoon rain in Phoenix, while limited in total annual inches, is intense — 1–2 inches in a single hour at high intensity. Improperly flashed penetrations allow this water to enter the wall cavity, where it saturates framing, insulation, and eventually drywall. In a dry climate, this moisture doesn't visibly manifest for months or years — but the damage (mold, wood rot, structural deterioration) is ongoing.
The pre-drywall inspection examines all penetrations in the exterior sheathing — particularly at window flanges, door thresholds, electrical boxes, plumbing penetrations, HVAC line sets, and trim details. The final pre-close inspection is not the same as the builder's "Blue Tape" walkthrough. The builder's Blue Tape exercise identifies cosmetic deficiencies: paint touch-ups, grout inconsistencies, scratched flooring, damaged trim. These are legitimate items that the builder should repair before closing. But they are entirely cosmetic — the Blue Tape process does not evaluate system performance, structural integrity, or the quality of rough-in work now hidden behind finishes.
Your independent final inspection operates all systems, verifies installation quality, and looks for evidence of problems that may be concealed beneath finished surfaces. An experienced inspector who has done pre-drywall on the same home (ideal, but not always possible) knows what was behind the walls and can assess whether the rough work translated correctly into the finished systems.
